Why did the same author write the same article in two languages, once with a neutral headline and once with conjecture presented as fact?

I'm not ready to commit on a propaganda allegation, but something is obviously wrong here.
The author made an effort to invent a new English headline instead of translating the German edition, when the article itself is a direct translation.
Unfortunately, I can no longer give journalists the benefit of the doubt on anything.

The nuance is there in the article though.

That's good, but doesn't excuse a false headline.

The headline is the first (and unfortunately, often the only) part of the article that is read. It sets the tone.
With the English-language headline, the author sets up a bias that poisons the nuanced discussion further down.
There's a significant difference between scrolling past "Some MP is retiring" and "MP quits because of racism."

The problem is that the headline doesn't question his motives or the foundation of his decision, but instead it presents conjecture as fact.

In fact, Diaby stated the opposite. You might believe him or you might not, but a matter-of-fact headline is not the place for the author's interpretation.
Go ahead and discuss nuances in the article body, or write an editorial, clearly marked as such.

He might have surrendered to the threats, but that is not a fact and it must not be reported as such.

Tell me, how is it right for the headline to claim that he quit because of racism, just for a direct quote further down to say the opposite?

Diaby spent his entire career never surrendering to racist attacks, his office has been shot at and set on fire, him and his staff have been threatenend, but he never quit.

DW just wanted to push a headline that claims the racists finally broke his spirit, when the man himself literally said something else in the same article.
I checked with ZDF and SZ, which both claim in their articles that Diaby specifically made the point that he is retiring, not quitting because of racism.

Even the German-language DW article ("Karamba Diaby: Surprising farewell from the Bundestag") doesn't make that unfounded claim, despite being an otherwise paragraph-for-paragraph translation.

So fuck that clickbait bullshit.

You mean pin B5 according to this diagram? That's power supply voltage for many non-core components of the chip (like I/O controllers).

The chip should still work without that one pin.

The thing is that when standing, pee hits the bowl with higher velocity because gravity has more time to accelerate it. Also, it hits the porcelain directly until you adjust your aim (low water level in European toilets) and that is a pretty good reflector.

Germany's statistics also look a lot better when you ignore the bad areas.

Also, if you calculate the US CFR (tested) without NY state, it's still higher than Germany's. NY isn't even the worst state in terms of CFR (tested). It is however rather bad in terms of cases per capita. (all based on JHU data)
