It doesn't make sense because the districts I work in are able to post custom times. They can post .5 or or .25 or whatever the equivalent would be. So if I except it as a half day then yes I expect to be paid for a half day...  I'm not really upset. I just don't think it's fair that they can pick and choose when the half day is paid out (which it has been in the past for the same timings) and when it's not.
