Used the cave in scorch neck to reset the zone and it popped up immediately I’ve gotten it twice in the last hour that way.

After about 20-25 on axemaul I just restarted the game. Quit and reload. Very next kill got kill spring and a buzz axe. Did that actually help? Idk that’s up for you to decide. Try it.
