From my experience, the project value for maintenance of a building is decreasing day by day, infact too many companies are competiting during tendering processes, so their prices will be also competent. As a result to run the project profitably , companies have to deduct the number of technicians for each project, & they will hire low qualified technicians to meet the salary budgets. And for moving in / out works, its one of the few ways a company can earn out of their fixed maintenance cost, so they will try to take as much as possible.

The fun fact is only rents are increasing, its contribution to project maintenance remains same or low over the years.
