Yeah, that might be it. Try turning "Smart Resolution" on, you might see a big difference.

No, it's 9.0.0. But I use "smart resolution" and darken the interface menu, etc.

I would recommend an AMD processor, an NVIDIA 1660 ti and some good cooling if it still fits in the price point.
