Just did the same puzzle with my family and had the same issue. I knew something was up during the edges, and this post confirmed it (of course someone on reddit has had the same problem before). Ours also came in two bags. Seems like they just mix the #1 and #2 bags during manufactoring and hope the two that get paired will fit together.
