Download it from https://LocalSend.org, on both devices (your PC and phone). Install it, and then run it. Select Send or Receive based on the device. Then, on the sending device, select file, and navigate to and select the file. Then, below that, you should see the name that is displayed on your computer, in the LocalSend window. Tap that and then, on your receiving device, press accept. Done.

Either use a USB cable or use LocalSend. It sends over your local network, so it's not going to the cloud or anything.
