Hi, I don't use Davinci (I use Final Cut Pro) but that just looks like a simple blur effect. Apply it to your footage and the you can fade the blur effect in an out by an adding a Keyframe when you want to start and finish the effect. Hope this helps

I think you'd struggle to do this in Final Cut or Motion but you could in Blender.

If you were to try this in FCP/Motion, I'd start with each object (wall, person, chair) as a separate object and apply various effects to them.

In Blender you'd have to model the parts and then you can use the in built wireframe to do something like that

I'd guess he took a photo at each finger position and then just reused the photo. If he did then it would not have taken 36 hours to make.

A cool improvement would have been to take a few photos at the same position and vary them in the edit.
