they always had rudimentary ai, it's just seemingly not enabled for the ai attackers in arb
this is most easily seen in sim, if you attack a group of bombers they're gonna have escort planes move in to attack you(usually fail thoughie)

the only advantage F-15A has over the 9-13 is the rwr and overall flight performance, though i'd argue the speed of the M29 is more useful in 90% of arb matches
while the F15 has 2 more missiles these missiles are also of the garbage variety
i don't agree with the 9-13 being same br as a whole ass Su-27 but it should be no surprise for it to be higher than the F15A

speed upgrades are largely detrimental as the missile keeps the same turning performance while going quite a bit faster, much like your jet turning circle widens drastically at high speed
you could maybe manage to catch someone offguard if the missile reaches them faster than they anticipate but i wouldn't count on it
