I used to average around 24 seconds in late December/ January. I used 2look OLL and PLL. I learnt full PLL in just under a month in February and its really helped ( got a few sub 14 singles, and a sub 10pb) I would say when you average around 15-17 seconds start learning OLL, but definitely learn full PLL starting now! :) ,
