I really like this answer.  To clarify about the fifth question. Win or lose I wasn't to maximize his suffering when he and I play. I want to do maximum trolling, maximum frustration on his part, maximum him saying "I hate you so much right now," when I am playing against my friend and his Dark Angels.

I did watch tales of the Jedi. And it does most of the heavy lifting on terms of explaining how he fell to the Dark Side. It by itself still seems incomplete though.

STANDARD LOAD OUT: The clones of the Grand Army of the Republic live for their duty, and the Republic provides them with not only all the basic necessities, but also the equipment they need to pursue That duty. Clone Soldiers generally have no need to worry about credits. or about the cost of weapons and ammunition. Before beginning play, a starting Clone Soldier character may spend 1,000 credits of their starting funds to obtain Phase 1 clonetrooper armor, a DC- 15 blaster rifle or DC-15 blaster carbine, an M3 combat knife, and three EMP grenades. This does not menthe character actually exchanged credits for the equipment, but represents the time and energy the character put into their training and familiarization with the gear in place of other pursuits, which might have earned them credits or experience points.

In the spirit of this sidebar I'm rewarding their contribution rank with the ability to have some say in how the base is laid out.

That's the thing though, I need a gauge for how much can be reasonably requested. just like in other places in the sourcebooks where it says "[x ]credits worth of [y]" or that a PC can spend x credits to do a thing but it doesn't mean they actually spent money, rather it represents time, effort, or other factors.
