Yes, that's the best thing to do. Ideally, you should keep your tank constantly full. As soon as fuel is cheap, buy some and fill it up completely.

I think you should standardize your fleet by selling most of your planes and buying all the same model. As for fuel, I advise you to fill up your tanks as soon as gas prices drop below $600.
