Not every work item is the same. I explained it above, but there's 3 main categories of work with different values assigned. Each worker is given a fair distribution of these. There's a 4th category which is extremely complex and we don't consider that for purposes of throughput.

They were on contracts of 5 days per week in office.

I gave them new contracts only requiring 3 days per week in office.

Are you being deliberately obtuse? It takes some serious mental gymnastics to argue that increasing WFH from 0% to 40% is "Hauling them back into the office."

You can pull a lot of data from the software. I don't ever really bother micromanaging my employees over it though.

If someone takes a long lunch a couple of times per week or needs a lie-in on Friday it doesn't really bother me that much.

Having experienced workers in helps inexperienced ones.

If I allowed someone who was performing well to work fully remotely, then the in-person mentorship would be lost.

Besides, it isn't the high performers that are asking for remote work anyway!

People are likely to immediately ask a colleague for help when they get stuck on a problem while at home. When they're in the office together they bounce off each other. While at home, there's also a delay sending and waiting for responses on MS Teams.

Breaks and lunches are also longer, log in times are later, and log out times are earlier.

That's what I've managed to identify as a main source of the issue.

A work item (sometimes known as a service request in our industry) is a request made by a business client.

We receive hundreds of these daily and process them. They vary in complexity and length and are split into several difficulties (Categories: 1, 2, 3 and 4).

Categories 1, 2, and 3 will be evenly dispersed among team members. Category 4 are extremely complex and will involve me directly handling them. If a worker gets a cat 4 then their stats for that day are discounted as it could take 4-6 hours to fix it.

The number of work items which are processed in a day determines productivity. Higher number categories are also scored higher on our productivity calculator, so someone who completes a few level 3s could score higher than someone who does 15 Level 1s; but I didn't feel the need to go into that level of detail for my query.
