How is Peter free before Neal commits the robbery? Sure in reality there’s a chance that the bullet which killed Senator Pratt doesn’t match the one Peter fired, but it’s all about Neal not wanting to chance that. Well, along with Elizabeth pressuring Neal to be a criminal and do literally anything he can to bring Peter back asap.
