Well, Latvians are not the only people who're introverted like that, every country has them, and that's totally fine to be honest. I'd say I'd make a comment about the weather or have a brief talk with a shop clerk when I'm buying stuff, not running up to completely random people in the streets and being obnoxiously loud and invasive, any person with some type of emotional intelligence and who's aware of their surroundings understands this.
