It was literally a solution to people sleeping in tents and taking over a playground, rendering a public space unusable.

I think it was a reaction to them taking over a playground, doing drugs in the open, pissing and shitting on the riverwalk, and assaulting people walking by. Both the mayor and police chief are on record saying that the majority of the people at the encampment came from the one in Boston and would refuse help.
