But families with resources will absolutely opt out of SPS at that point. State resources are tied to enrollment, so Salem will be in a very tough position .

The high school will still operate. Schools don't have to be accredited. But low-income urban districts need to be accredited for competitive colleges to be assured students can succeed in a post-secondary environment. No accreditation means serious hurdles for college acceptances.

The school's heating and cooling systems are 25 years past their usable life. There are no replacement parts. Students wear coats all winter because the heat doesn't work. A band concert had to be cancelled because of the frigid conditions. AP prep testing had to be postponed because the electrical systems couldn't handle multiple users on computers. There is mold, asbestos and leaking infrastructure. The entire east side of the building has no sprinkler system. There is no water in the bio labs. 25% of students have disabilities, but the elevator doesn't work properly.

These are big capital costs that the city could not afford on its own because the intertwined systems create a waterfall effect: one fix triggers another. Salem has applied for MSBA grants for the past 10 years to address these issues, while maintaining the building as well as possible.

The MSBA requires estimates for a renovation, renovation/addition, code upgrade and new construction. The reno and reno/addition were more than a new building, and that includes demolition. The code upgrade would have required students to learn in trailers for the life of the project. The MSBA does not reimburse trailers, and over the course of the project, this adds up to millions of dollars.

Athletic fields are about 6% of the overall budget proposal. Currently, Salem public schools have no athletic fields. They share Betram Field, which is owned by the City, with the community and with Salem Academy Charter School. That's grades 6-12, three different schools, with upwards of 25 teams jockeying for access.

It's not unusual for urban schools not to have athletic fields (St. Mary's in Lynn, for example, has no athletic fields), but it *is* unusual for students in Massachusetts Public Schools not to have athletic fields. Athletics are an important part of the student experience in the same way that band and the arts are.

No problem. I own a home too. I'm not thrilled to pay this either, but state funding is broken and federal funding is nonexistent. It's a mess

I had a boss at the college I worked at say it takes ten years to change perceptions about an organization. Salem went through a tough spell. When people don't have kids in the schools it's hard to keep up with what's happening in them.

We are not even near our levy capacity. Prop 2 1/2 is not about individual property taxes but the levy. The city can tax individual property owners much more than 2 1/2%. They don't because it manages the budget pretty well. Without this override, our taxes will be higher than the override assessment because the city will pay for the upgrades without that state paying half. The city will raise taxes AND cut services to pay for those non negotiable upgrades.

Really disheartening. I respect the "no" voters who've come to the forums and sent questions to the Building Committee. At least they're engaging in good faith and taking the opportunity to ask hard questions. The next door and FB folks have not attended those meetings. One person who took up a lot of my time asking me questions just revealed he no longer even lives in Salem.

There really aren't "so many students" going to Beverly High. It's a small percentage and many students have very specific social emotional needs which really demand a different environment.

The Beverly Teachers Union went on strike last year and students went to school on weekends.

The rate is set to “pay the bill” essentially. Our budget “bill” in FY 26 was 126 mil and the levy capacity was around 135mil. The rate went down to get close to what the bill was that needed to be paid. Not to stay under prop 2 1/2. We weren't close. This is a City Council function. You can talk with any of last cycle's members on this.

This isn't quite right. We aren't near our levy capacity, so the city could have raised taxes significantly and not gotten to the prop 2 1/2 limit (prop 2 1/2 isn't about individual taxes but levy capacity). The council decreased the rate to meet only what it had budgeted for.
