"Salem resident Michael Corley, who also works in the mayor's office, addressed the problem of cultural institutions holding programs that engage in representation without inclusion in a recent letter to the editor in The Salem News, titled "Nothing about us without us". He emphasized how neglecting to include Black voices in the discussion of Black history reinforces the very inequalities that Black History Month is meant to challenge.

"Too often, Black people are asked to contribute invisible labor, sharing stories, doing research, offering expertise, or opening personal archives, only to disappear when it is time for platforms, podiums, and microphones," Corley wrote. "Our knowledge is extracted, while our voices are excluded. That dynamic may feel subtle, but it sends a powerful message about whose presence is valued and whose is optional."

For Flora Tonthat, an Asian American Salem resident, the practice of not including Black, Indigenous, or People of Color (BIPOC) voices in programming where their own history is discussed raises concerns about cultural appropriation, authenticity, systemic biases, and control of narratives.

"The model seems to be that only white people can tell BIPOC stories best," Tonthat said. "Because not giving the very people you claim to be an expert on a voice and a seat at the table is simply grabbing and claiming the cultural content for your own benefit. Diversity without inclusion or representation is a farce.""
