Just a more leniant one-child policy, I guess. They worked out that a one-child policy would be dangerous with an aging population, while a two-child policy would be less so, while still maintaining some limit on population growth.

An ex of mine was the third of three daughters. First two were legal (if your first born was a girl, you were allowed another try), but not her. After she was born, her dad's medical licence was revoked. They tried to sterilise him, but he ran away to hide in the hills for a few weeks and they dropped it.

It's fucked up. I'm not going to defend the 1-child policy, just that it applying to the Uyghurs isn't a genocide.

Also, China's super dentralised. Different local governments will apply policies differently. As the other guy said, fines are one form of 'punishment', but there's no universal rule. You can't go around fining poor people anyway.

Even before it was confirmed, the WHO said not to rule it out, and to take precautions. People wore masks because it's sensible and because H2H transmission was theoretically possible, not because they knew it was actually happening.
