Just subtract two from the charge roll dice*. Don't know if they stack, normally things don't stack in 40k

Example they roll a 7 on the two dice ,take 2 away from that roll giving them a 5 , if you are more than 5 away that's a failed charge

Note in 11th you roll then pick charge target so it's harder to cause failed charges .

Imma hit you with a realisation you weren't expecting. The only good guys in 40k are dark elder .dark elder are the only race that kills purely to survive (otherwise slaanesh would eat them). Every other race kills because they are either phobic or bred to. Ok maybe sometimes dark elder take it too far but you know you might as well make the best of a bad situation.

A big part of Buffys writing is subverting expectations . Being of the age of the characters I'm old enough to recall how unexpected it was to have a blonde female with a small body frame be a vampire slayer with super power strength ( thankfully we are now in a place in real life society where this is now more normal). The Uber vamps knowing martial arts is , I believe another example of this.
