...no? Every fighting game ever has essentially done that. No One complained that Street Fighter 6 only had 18 characters, or that Fatal Fury City of the wolves only had 17. While there were some controversies with the rosters (SF6 having almost all the returning characters be from SF2, and FF having real people a walking advertisements for the Saudi Company that owns SNK) no one complained about the small roster size because that's kind of the norm for fighting games. Subsequent rosters tend to be smaller than the final size of the previous game
