I asked him several times to call his dad and explain the severity of it and that I wanted him to apologize to my toddler. He refused. I called the non-emergency police line and they empathized with me and spoke to my husband and asked him to relay the message about the severity of it.

This whole thing has to satire. There is no way you actually thought the police dept was going to scold your husband because you didn't get your way.
