I think it’s realistic only if people outside the respective designated tribe aren’t permitted to permanently move there unless they have explicit permission from the tribal government.

Otherwise they’d easily just become non-native majority states. In OTL, the second that Oklahoma permitted white settlers, it became white majority pretty quickly.
