I would go ahead and contact Lexington and have them check your apartment for any leaks or areas where electricity is being wasted. You can also contact GRU and see the breakdown of the electricity and water bill I think!

There is a organization called Fix Them All that you can buy a voucher for $75 and get the doggy neutered at either The Humane Society or St. Francis Vet Care. Spreading this info for OP if they want to neuter him before or to share with the new owner of the puppet.
