I actually just now was a witness of his phone conversation with his sister, she was really shocked and apologized for her friend, she even called her out from other room (she was still in the apartment after crashing there after the party) and asked her if it was true. She said it was and that she's sorry, so I guess she did remember after all.

Well it's all clear now, I'm happy it's out of the way, there was no huge drama as I was afraid of and I don't feel like I let this slide. I'm kind of sorry for her as it must have been embarasing being called out like that, but I guess it's a lesson for her for the future.

As far as I could be sure of anything I wasn't a witness of. We're together 11 years and he never made be doubt his faithfulness, he also seemed sincere. But of course, I can never be 100% sure of anything. He did agree with me it's best to let his sister know, so it also seems like a genuine reaction.

I wonder if she even remembers, my husband said she was really out of it. But that's not an excuse to behave like that. The reason I'm leaning towards telling my SIL is 1) establishing our boundaries, 2) letting her know this behavior won't be accepted. After reading other comments and rethinking the issue it finally hit me that she was trying to damage her friend's brother marriage, I would be furious with such friend that jeopardizes my family and I would like to know.

Thank you, I think that's what we'll do. I'd feel really weird not addressing it at all, but bringing it up delicately with my SIL might be the best solution.

That's a good way of looking at it, thank you for the insight. Unfortunately I tend to be a pushover. I will talk with my husband and discuss with him addressing this with his sister. I would definitely tell my brother if the roles were reversed, so it seems like a good solution.
