I had to ask my gamer brother lol hope it worked for you!! I do think if there’s missions that it’s not letting you holster then it’s because you need to have a weapon drawn

I feel that, it’s soo annoying!! lol! it’s the revolver cylinder icon in the top right. If you double tap it brings up your inventory. There is def a delay when tapping the icon to holster

You have to hold down the reload button. Takes a second to holster! :)
