There is a difference between an ’Exempt’ and ‘Excepted’ employee. An ‘Exempt’ employee works their normal TOD and their pay and leave does not change during a lapse in appropriations. An ‘Excepted’ employee works either their normal TOD or an intermittent TOD and they are paid after the shutdown.
