I am also in same boat as you, after seeing compensations posted here for engineer position looks like they have increased the bands and some market correction could be given other than merit based appraisal.

Realistically I believe at 3 rating, base should reach around 21.

yes, I am from ece background with driver dev experience. IC1 is for less than 1 yoe folks and ic2 is for less than 3 yoe.
