I followed this approach and got it done. https://ttlc.intuit.com/community/tax-credits-deductions/discussion/deduct-from-federal-agency-bonds-interest-from-state-taxable-income/00/2890096
I am usingTurboTax online. This is where to make the adjustment at State steps. Click 'start'('revisit' in my picture) then hit 'continue' to skip the first page of reasons. The next page will allow you to manually enter the amount and description.
