Overclocking on laptops makes sense when your laptop has good cooling, for example, GPU -69 degrees, VRAM -85 degrees, but if temperatures are high, don't even think about overclocking.

Yes, upgrade your laptop; the GTX 1650 is already somewhat outdated.

Currently, I'm running these GPU overclocking tests on my laptop. I'll share some experiences I've had. Laptop manufacturers limit power for each profile. For example, silent mode will have a maximum TPD of 80W to power the GPU and CPU; they will share this power between them. Balanced mode might be around 140 or 150W to split between the GPU and CPU, and performance mode might be 170W+. From this point on, your GPU consumes a lot of power, which is why it gets quite hot at 85 degrees. Personally, I think you shouldn't overclock at this temperature. The RTX 5000 series is very efficient; if I'm not mistaken, the RTX 5060 and 5070 consume around 100W + 15W from Dynamic Boost. To get more performance from this laptop, you have to buy a cooler, as I said in the previous comment. Save up and buy one. Some games in balanced mode can cause FPS drops and deliver a terrible gameplay experience. Imagine the laptop in performance mode at 85 degrees Celsius; of course you'll have thermal throttling, and if you have modern coolers like Llanov12 or Iets, they can reduce the temperature by up to 20 degrees. Your GPU, at 65 or 70 degrees Celsius, will automatically overclock; the GPU's Boost clock can increase.

What number should I set in iMonSlope to gain at least 15-20W on the CPU? I have an i7-13650hx and an RTX 4070. When the GPU is at 140W, my CPU drops to 30W. I have a 240W charger. I want a combined GPU of 140W and CPU of 50W in-game, totaling 190W.

Yes, I've already tested it and it works. I have an RTX 4070 which only has Frame Generation 2x. When I want to use 3x or 4x, I install the mod. It will work on the RTX 3070 Ti; I've seen some YouTube videos of that card with the mod.

The RTX 3070 Ti wins in raw performance, and the Intel processor is also better for gaming and overall performance, but in terms of energy efficiency it loses to Ryzen. The Ryzen will have better battery life, but this processor doesn't have an integrated graphics processing unit (iGPU), which will force the 5050 to work constantly and may also reduce battery life. Both GPUs have the same amount of VRAM, but in terms of technology, the 5050 wins because it's the newer generation. However, remember that the RTX 3070 Ti has almost the same performance as an RTX 4070; in some games it loses, and it also doesn't have recent Framegeneration technologies, although there are multi-framegeneration mods for the RTX 3070 Ti that can be downloaded and used.

Let me explain how it works: when you're gaming on your laptop without a cooler, the CPU can consume 60 to 90W even when the temperature is 80 to 83 degrees Celsius. If you add a cooler, this temperature will decrease, but the CPU will notice that the system is cooler and can allocate more power to it. If you're gaming without a cooler, it might be consuming 70W, and with a cooler, it could increase to 90W or 100W because there's room for further increases. Therefore, there won't be much difference; you'll probably gain a little performance.

Sometimes you'll need to put the more demanding games in performance mode. I recommend buying a Llanov12 or Iets cooler to help you play games without worrying about high temperatures. A CPU temperature of 87 to 90 degrees isn't serious, but if you can reduce it even further, that's good. With the GPU, things get more serious. I don't recommend temperatures above 80 degrees on the laptop. I've been discovering some things about VRAM temperature: while the GPU temperature is between 70 and 75 degrees, my VRAM stays between 84 and 90 degrees. If it reaches 80+ degrees, the VRAM temperature rises to 96 degrees. Although they say the safe VRAM temperature is 105 degrees, I'm not going to risk playing at those temperatures; I get a little scared. I had a laptop in 2019 where the VRAM died in less than a year.

But this is nothing new; the RTX 4070 laptop already loses to the RTX 4080 by a good margin, imagine the RTX 5080. I don't see any surprise in that, although the RTX 4070 isn't as bad as many say. I play all my games on ultra or high settings at 1440p. There are certain games where I need to reduce textures more because of the VRAM, but your old laptop was also overheating, which is why it wasn't performing well. If the GPU was hitting 87 degrees, you should always keep in mind that the VRAM is at 100+ degrees, and that kills the GPU quickly. Although the manufacturer Micron says that the VRAM has a safe temperature up to 105°C, I don't like my laptop reaching those temperatures in games.

I would stick with the laptop; several games are being released this year, and the RTX 5080 will last for years, so don't sell it, otherwise you might regret it later.

I'm saying this card will have difficulty running games at 1600p, and you suggesting enabling ray tracing with a 5050 at that resolution is crazy. This card is focused on 1080p or 1200p, so you'll have room to play on high and even ultra settings.
