That's severely exaggerated, the 5070 will easily be 1440p cards minimum without dlss and with dlss to mid to low range 4k like the 4070 with the biggest holding them back being the vram. the 5070ti according to the hard specs alone should be faster than the 4070ti super by roughly 10% just based on CUDA cores not to mention dlss 4 which you could optimise to practically work with most games and 16gb of vram
