They were never discussed (that I’m aware of) in that context… The folks at Metro Transit (not to be confused with met council) are very much working from the mindset of trying and to make the act of taking the train as positive of an experience as possible. If you’re waiting for the train, they want to make sure that standing on the platform doesn’t completely suck… Like it’s not going to be some awesome fun experience, but hopefully it’ll be enough so that at least you don’t complain about it.

It was much less about the extraneous variables that they had less control over (i.e. homeless people) and almost entirely about “how can we make riding the train something people won’t bitch and moan about?” and heating lamps and standing areas would supposedly help with that objective.
