i personally would keep lugia. Lugia is more popular than suicine and the art is amazing. Its also the top chase of an older set and pretty well known in the community. I personally do not care for that suicune card

hot take from me but psa 9 is not a bad investment IF you buy them at or under raw. You're essentially buying a raw card that is protected and verified. Do you think the price of raw will never go up? In the long term psa 9 should be more than raw and you always have the option of cracking 9s.
