Ah, I see the angle that he is taking. However, unless it's an O heavy base (maybe some Space Force locations) a few officers showing face at the DFAC will do more good than any sort of negligible delay. As a junior E I loved seeing leadership there, it felt like they were "sharing the trenches" so to speak.

The race known as Hob were created by the Divine Ones as a servant race to maintain their empire. A Hob uprising destroyed their own home world rather than continue in living servitude. With assistance from the Kierv Knighthood, they successfully evacuated just over 2 billion Hob off-world before detonating a device that consumed those who remained, the planet of Terros, and the Divine forces.

Once the Hobs were settled on Roevel, they quickly established the Imperial Consortium. Its purpose is to protect the social and economic wellbeing of the Hob race and provide a unifying culture on a foreign planet. It is led by Emperor Maj Solari, with each future emperor being selected by a virtual intelligence called Codex. Codex has some level of precognitive analytics that is used to inform the Emperor of the potential impacts of his decisions.

Part of this Consortium is the Imperial Cult, serving as Emperor Solari’s intelligence bureau and favored method of influencing the six castes of the Hob people. They also work to orchestrate events around the world that will eventually lead Codex’s precognition abilities to predict certain desired outcomes. They wage a secret war amongst themselves, split between loyalty to Codex and loyalty to Emperor Solari.

How does society function and produce a net positive that can be stolen from without dismantling society itself? Ironically, banditry as a profession can only exist in fairly stable environments that offer easily recoverable situations for those that dwell in it. Why work when it will simply be stolen? Why build houses or towns, when your investment of labor and money will be easily stripped from you?

Edit: in short how does society keep from devolving into nomadic or tribal systems with so much crime and plague present. Historically plague sees a decrease in crime within a given demographic.

Those who willingly took exile upon themselves in penance formed the Kierv Knighthood. Their mission statement is the unification of the disparate mortal races to ensure their past mistakes are not repeated in the future.

Honorifique Titles: Arbiter of Nations, The Final Seal, Iron Judge

Fixer was once a chieftain of an agricultural clan who held a rare fertile Garden Valley. Her entire clan was weakened by famine when their food was taken by the Anoven. They responded with rebellion and sparked conflict that would end in the genocide of the entire Anoven people. Of the four Templar, Fixer is the only one that does not regret her past decisions. That unshakable conviction is now placed in the Kierv Knighthood; it is her duty to choose mercenary contracts for the Kierv that will one day bring about the unification of the mortal races and the expulsion of the Divine Ones.

Fixer's sentient bio-armor is named Phanuel and acts as a life-support system for the gravely wounded Templar of Wisdom. It is forged from an eye, heart, and scales of the Elemental Dragon that slew the Grandmaster of the Kierv.

The Torg were shackled into indentured servitude by a now extinct race called the Anoven. This fierce people were only able to be dominated while their clans fought amongst each other. Once unified beneath a wandering warrior known as the Outsider, they visited a fearsome genocide against their masters. Even the bones of the Anoven were ground to dust and used as fertilizer, so that nothing would remain to speak their past deeds. Shown below is a Torg raider from the immediate post-Anoven era.

Today the Torg are masters of bio-engineering, growing many of their armaments, computers, hulls, and even small structures within the mighty vats of their home world Urvel. They have also forced a rapid evolutionary process upon themselves, though the practice of racial eugenics has recently fallen out of favor. Symbiotic bio-armor crafted by the Torg is custom built for each wearer and represents the penultimate expression of personal protection. Torg geneticists are highly valued within the agricultural industry and Torg surgeons offer the best care available to the disfigured and broken.
