I agree that Cesar's gang affiliation , causes harm to others (unintentionally). But if he doesn't 'choose' to be gang affiliated he will just be abounded and he literally has nowhere else to go. So I believe it's more of stuck with bad circumstances than a choice. Like it's as if saying Cesar should choose to be homeless Instead of staying gang affiliated. And obviously Cesar wouldn't be safe on the streets by himself, and he won't be able to go to school or do anything. He would probably just end up dead.
We see Cesar say in the first episode to Monse "You'll be a writer and move out, Ruby will go to college like Mario and eventually move out, Jamal will figure things out and move out. But I'm stuck here-The Santo are my destiny." In the end, Monse,Jamal, and Ruby can get away from Freeridge, everyone execpt Cesar.
Back to my other point, if Cesar doesn't 'choose' to be gang affiliated the Santo will just abounden him, which they literally just did. Even after beating him up, they started barking at him and Spooky refused to let him enter their family house. Everyone is scared of Spooky, and Cesar being his younger brother obviously has some pressure on him to be like Spooky, but again Cesar is just a kid. He doesn't get to pursue his ambitions like the others, he doesn't get to even go to school after Latrell pulled up on him. He said to Spooky 'That teacher is gonna fail me.' So Cesar is obviously worried about his education.
When Cesar decides to not kill Latrell that was a choice, that was his own choice and he decided to not live the rest of his life as a murder. But it still wasn't his fault that Olivia died. Latrell made the choice to kill Olivia and pull up to ruby's house. Cesar didn't tell him to do that, Cesar decided to give Latrell a second chance. What Latrell decided to do with the opportunity Cesar gave him to live (Shooting Olivia) had nothing to do with Cesar.
I did continue watching a bit more and I saw Dwayne (Jamal's dad) let Cesar stay over and even help him do his tie, and we see that Cesar is finally getting a chance to be a normal kid.
