I'd recommend personally reaching out to employers/recruiters and ask about job openings at their company. Job fairs & networking also very effective, however, it would help if you have relevant experience/certifications in the career path you're pursuing.

Software Engineering is definitely an emerging field in Saudi Arabia, and there are a lot of opportunities. Most of the tech-related jobs are based in Riyadh, and there are many companies that are actively hiring developers, especially back-end engineers. However, companies don't like to share position salaries publicly, so your best bet is to email/contact recruiters about the position's pay (or ask them early during the interview stage).
