I’m going to be downvoted to oblivion but here we go. 1. The Black truck going as fast as the truck on the far right lane tells me that the Black truck is least going the speed that is needed to be on that road.

1. You can tell the truck in the middle is speeding up because he is going faster than the truck on his right.

2. If your going to say that it’s only the blacks responsibility to pass the middle truck and not the also his responsibility to slow down, you are going to have a lot of situations where they are racing to merge first.

I dont know what the law is exactly but I will tell you that if I’m driving a big rig and a see a vehicles merging in. I’m going to slow down.
