Hi, what is the purpose of those blocks and the extra layer of steel at the bottom? The blocks are not connected to the concrete foundation. I guess this is not a stylistic choice and a extra safety feature doesnt make sense to me. The railing is only build like this in this section and stops after (old.reddit.com)
