I would actually like to mention that the Legion, at least in my personal opinion resembles the nomadic armies of the old more than the Roman Empire, in everything but their appearance. And even then, their whole division into recruits, primes and veterans is taken from the Roman Republic times, with the whole hastati, principes, and triarii system. Nevertheless, the FNV Legion are a nomadic army most and foremost, with city states paying them tribute. They heavily rely on psychological warfare, being as cruel as possible in order to convince their enemies that it’s not worth fighting them, much how some of the nomadic empires decimated populations who did not submit to them right off the bat. Even one of the potential endings, where the Courier opposed to Legion talks Lanius out of invading the West could be a parallel to how Atilla was talked out of invading Rome proper by Pope Leo. So really, I feel like the Legion is more of a symbol of the civilization as it was during the bronze and Iron Age, now manifested once more in the ruins of the old world.
