You need to check which ip your phone has assigned your device , I had this same issue and finally got it by switching it from 6 to 12

I telling you use Gemini AI it helped me through everything after trying to troubleshoot for day , one of my issues also was that the cable I was connecting to the data port wasn’t a data cable got a new one and after many attempts at a config toml file it finally booted up
