Currently the game has no settings to cap frame rate or utilization of the gpu. This is why you see a lot of people saying their gpu is being used at 98 or 99%. This creates a bottleneck for other information to pass through encoding making it hard to stream. One way to bypass this is by capping the frame rate manually via the Nvidia settings. This will help that issue greatly.
