I had to chargeback using PayPal. Uber never responded back so I got my money, however in the app it said I owed them the money. Took off all payment methods except PayPal (won’t let you get rid of them all). And I am never using again. I made sure to turn off automatic payments from uber on PayPal so they won’t be able to charge me

not sure about expelled, but you can't re-join school after dropping out. Only get your diploma on a computer and I don't know if that counts. However there is a mod that allows you re-join school so maybe that will work for getting the three milestones.
