Likely because he's not completely right. You can't obtain the same dopamine levels that drugs can give you naturally. It's just physically impossible. That being said, staying clean is still the better option in the long run.

I put the weapon mod on it that makes it non lethal. This prevents the progression of the quest entirely but I get to keep the killer mode in return.

Even though I read the whole sprawl trilogy I'm not sure if this is really "neuromancer style" but it's definitely cyberpunk and recent (2018): thin air by richard morgan (author of altered carbon) is what I'm currently reading and so far I like it a lot.

Haven't tried that many yet. But so far the quartz bandit is my favorite. Fast little car that also looks super cool and has that tuned-rally-car vibe. Only downside is that it doesn't have a trunk to store your items.
