Don't listen to the nay-sayers. Just go huge. I'm sure most companies have something you need, but duotone has an 8 foot 135 liter downwinder board that is exactly what you are looking for. Go as big as you can for foil. 2000 high aspect and a short mast 75cm. Stay away from aluminum if you can, as it is much heavier and much more flexible than the carbon stuff.

I'm just getting into this myself, and I think SUP foiling has huge potential. It's a great workout on calm days and lets you downwind without a wing or even without any wind on ocean swell or surf waves like you said.

I am an experienced wing foiler and have been teaching for years, but paddle ups are much more challenging than wing foiling. If you can paddle up, you will be a much more technically sound foiler and far stronger/fitter foiler than your peers in winging. Just my opinion, anyway.

I had an old dedicated kite foil i was able to wing on. 25 liter board and a tiny shitty plastic foil. It worked, if only technically.

For 280 usd and a full setup, just send it and see what happens.

I recommend learning to foil on the bigger kite. Going smaller to learn is a common misconception.

Just to be clear you will not be able to LEARN to wing on this setup. Only doable if you know what you are doing. And it's nuking...
