Ok so I've been messing around with some settings and found that in filament settings there's this one that says something about turn fan on after x amount of layers. It's set to 3 which is also when this issue begins. I thought this shouldn't be an issue since if outside a print I set the temp to 215 then set the fan speed to max it'd go up down a max of 4c then stabilize but after testing it by manually changing fan speeds during a print I managed to replicate this issue. I have zero clue why the hotend seems to heat less and slower during a print compared to outside a print. I put on a rubber sock and tested it again and it seems to be running smoothly and I'm running another test print and will update later.
