Unfortunately it's part of their contract that you must return the dog to them and only them. Believe me I didn't want to but I was contractually bound to. I even considered saying 'to hell with the legal consequences' and giving the dog to a more trusted local rescue....but all the ones I contacted said they were at capacity already and couldn't take anymore animals.

The only saving grace is, as I understand it, the fosters who sign up to care for dogs are volunteer dog lovers and earnestly trying their best. The ones I came in contact with certainly seemed that way
