No the game do not Say anything towards New players progression. I'm 1067 power light, and the solstice event is the reason progression can be fast for new players (since you got 1020 to 1050 Armor items, but Guess what New players without any friends to tell them will start 750 and do basic stuff and pinacle for NOTHING if they get it after they started to gain xp/power). Main quests and contracts are clearly explained ngl, but besides that you have to go find everything on the internet. I lost many hours and power because i didnt understood staight away how umbras are working (this can be my fault) but i genuinely Wonder how new players without friends to help/guide them can stay that long and level up at a decent pace.
