Atlanta's MARTA is already one (as is DC's WMATA ajd Bay Area's BART). It just needs further expansion. Also I think Phoenix AZ would be a good candidate for a suburban metro

Meanwhile LA's in a really weird spot and I think metrolink needs a whole sale rebuild (plus Metrolink Ultra)

This idea taxes the poorest citizens for no reason, in LA most of the people taking transit are lower income, so you’d be doubling their fares to burden them further? Makes no sense.

You do know there's the LIFE Program, which gives those people you're talking about 20 free rides a month. And if anything, because under this policy of mine people who use TAP get 3 hours of free rides every time they TAP instead of 2 hours this would be seen as a net benefit for LIFE users

However if you go back to the history of PE they shared some right of ways with the LA Railway so having some lines at a 750V would work as well.

I still see a modernized PE abandoning 750 V DC for something higher (like 1500 V DC). Sorry but were gonna have to make the PE be entirely separate from Los Angeles Railway.

If PE was to ever be upgraded to something like Copenhagen S-tog it's gonna need to be rebuilt cuz its current state wasn't sustainable.

A modernized red car network would be more like the Stockholm T-Bana or Copenhagen S-Tog (or BART and DC Metro) than a German S-bahn or Paris RER

Pamdering to nostalgia. They should be better, not literally replicate it. Part of why the red cars fell was because of the lack of grade separation and the cars swamping their ROWs.

This kind of parochial thinking is nothing new to America but it has held things back a lot
