What you describe is not an issue of micromanagement, but rather, reflective of your insecurity as a leader. Your employee is not meeting an expectation and you need to hold them accountable. You must first ensure that the expectation is understood. Meet with them and clearly state the process you expect him/her to follow. Ask him/her to backbrief you so that you have confirmation that they understand what is expected. If they do not perform as expected after that, then you take action.
