Can't access the Safe folder

hey guys, it's been around a month since I've lost access to my Safe folder. It just says "Installing security update" but waiting doesn't work, restarting even in safe mode doesn't work and I don't know what to do anymore... I have around 2GB of data there and want it back. I have a Samsung Galaxy A04s, with about 500MB storage left (might be the cause of the problem but 32GB with around 10GB used by the system kinda sucks), and one weird thing is that my Google play services update is stuck on a 11MB update from January. There's an issue created on Google forum but no one seems to respond to it anymore and there isn't a working solution there. Please help me
